EPD Operator Programme: Public Consultation

As part of establishing Circular Ecology’s Environmental Product Declaration (EPD) Operator Programme, we invite interested parties to review and comment on our draft documentation before it is finalised.

The consultation period will run from Friday, 10th October 2025, until Friday, 31st October 2025.

This marks an important step toward launching a credible EPD programme, developed in accordance with ISO 14025. Through this consultation, stakeholders can review the framework and methodology that form the foundation of the programme and share feedback before its official release.

About the Circular Ecology EPD Programme

Circular Ecology is establishing an EPD Operator Programme to provide verified EPDs across the construction sector and beyond. The new EPD programme will allow Circular Ecology to publish EPDs as the programme operator. It’s being set up in alignment with ISO 14025 on Type III Environmental Declarations. The goal of the EPD programme is to provide high quality EPDs at a competitive value.

How to Participate

We invite our stakeholders to review the following draft documents and submit any comments, suggested amendments, or queries to us via email:

  • General Programme Instructions (GPI)
    Outlines the principles, procedures, and governance of the Circular Ecology EPD Operator Programme
  • Product Category Rules (PCR)
    Defines the methodology, data requirements, and calculation rules for developing EPDs under the programme
  • Circular Ecology EPD Verification Template
    Provides the structure and requirements for third party verification reports under the Circular Ecology EPD Programme
  • Circular Ecology EPD Template
    Outlines the standardised format and content requirements for publishing EPDs under the programme

Organisations that provide feedback during the consultation period will be acknowledged within the published PCR document, in accordance with ISO 14025.

All comments received by 31st October 2025 will be reviewed by Circular Ecology. Following review, a summary of responses and resulting updates will be made publicly available.
