The documents listed below govern the Circular Ecology Environmental Product Declaration (EPD) Operator Programme. They set out the rules, procedures, and templates required for developing and verifying EPDs under the programme.

General Programme Instructions (GPI)

This document describes how the Circular Ecology EPD Programme is developed and operated in compliance with ISO 14025. It outlines the rules and procedures that apply to all EPDs issued under the programme, including processes for EPD development, independent review and verification, and verifier independence to support alignment with ECO Platform expectations for EPD programme operators.

The GPI will be further developed as the programme evolves.

Product Category Rules (PCR)

The PCR defines the principles and methodological rules for developing EPDs for construction products and services within the Circular Ecology EPD Programme. It is intended to align with international best practice, including lifecycle assessment calculation requirements from the ECO Platform. This document specifies sector-specific rules for construction and building products, while programme level requirements, including verification, publication, and validity, are set out in the General Programme Instructions (GPI).

The PCR is intended for use by those developing EPDs under the Circular Ecology EPD Operator Programme:

  • Manufacturers,
  • Industry associations,
  • LCA practitioners, and
  • Verifiers

EPD Verification Template

The EPD Verification Template sets out the required format for documenting independent verification of Environmental Product Declarations (EPDs) developed under the Circular Ecology EPD Programme. It supports verifiers in assessing both the lifecycle assessment and the EPD document for conformity with applicable standards, the General Programme Instructions, and the relevant Product Category Rules. The template follows ECO Platform verification guidelines and will be updated as those guidelines evolve.

It is intended for EPD verification only and is not suitable for the verification of tools.

EPD Template

Provides the standard reporting format for Environmental Product Declarations (EPDs) issued under the programme. It reflects the reporting requirements of ISO 14025 and the programme’s Product Category Rules, including the presentation of lifecycle assessment results, declared unit and system boundaries, data sources, and verification information.

The EPD Template is provided to practitioners working on EPDs under the Circular Ecology EPD Operator Programme. Organisations preparing an EPD under this programme must use this template to ensure consistency in reporting and comparability across published EPDs.
